Ulykbek Shambulov
Deputy Chairman of JSC "State Technical Service"
Astana, Kazakhstan

Ulykbek Shambulov received his B.Sc. degree in Hardware and Software Engineering from Suleyman Demirel University. During his university years, he served as the President of the Student League.
He later earned his M.Sc. degree in Computer Science and Forensic Computing from Dublin University and went on to complete his Ph.D. in Information and Communication Technology at Nazarbayev University in 2020.
Ulykbek Shambulov began his successful career as an Engineer Programmer at Kazakhmys Drilling in 2013. He also worked as a security researcher at JSC State Technical Service. From 2018 to 2022, he served as a Senior IT Security Engineer at BTSDigital. Currently, he is the Vice Chairman of JSC State Technical Service.
In addition, Ulykbek Shambulov holds official certifications from well-known vendors and organizations, including Splunk, BasisTech, DefensityOne, Pluralsight, the Organization for Security and Co-operation in Europe (OSCE), and The SecOps Group.
Prof. Ibraheem Shayea
PhD, Assistant and Associate Researcher at Istanbul Technical University (ITU) and the Wireless Communication Center (WCC), University of Technology Malaysia (UTM)

Ibraheem Shayea received the bachelor’s degree in electronics and communication engineering from the University of Diyala, in July 2004, and the master’s degree in communication and computer engineering and the Ph.D. degree in electrical and electronic engineering, specializing in wireless communication systems from Universiti Kebangsaan Malaysia in July 2010 and December 2015, respectively.
He has been an Assistant and Associate Researcher with the Faculty of Electrical and Electronics Engineering, Department of Electronics and Communications Engineering, Istanbul Technical University, Istanbul, Turkey, since September 2019.
He was a Researcher Fellow with ITU, between September 2018 and August 2019. He has published several scientific research journals, conference papers, and whitepapers. He is running research projects with postdoctoral researchers, Ph.D., and master’s students. His research interests include mobility management in future heterogeneous networks, mobile edge computing, machine, and deep learning, the Internet of Things, propagation of millimetre-wave, mobile broadband technology and future data traffic growth, and spectrum gap analysis.
Djordje Stamenkovic
CyberSec & InfoSec Expert

More than 20 years of leadership experience in corporate management and C-level roles spanning Information Security, IT, IT/InfoSec Risk Management. For the past 10 years, primary focus on Cybersecurity — particularly SOC architecture, technology, and operations.
Co-founder and CTO of several commercial Security Operations Centers (SOCs / ОЦИБ) in Kazakhstan.
As part of their professional activities, he and his team detected and contained high-profile incidents related to attacks on national critical infrastructure.
Currently CEO of “ADT Security”.

Prof. Adel Aneiba
PhD, Head of the College at Birmingham City University
Birmingham, UK

Prof. Adel Aneiba obtained his MSc and Ph.D. degrees in mobile computing and distributed systems from Staffordshire University in 2004 and 2008, respectively.
For the past fifteen years, he has worked as a Senior Academic in many national and international universities as well as a Senior ICT Consultant for international organisations such as the United Nations Educational, Scientific, and Cultural Organisation (UNESCO) and several governmental organisations, where he has managed mega ICT projects primarily focused on data centre design and development, business process reengineering and capacity building.
Currently, Prof Aneiba is the Head of College of Computing and the Cyber Physical Systems Research Group Lead at Faculty of Computing, Engineering and Built Environment, Birmingham City University.
He has been successful in securing many research and enterprise grants. He is supervising several Ph.D. students on Cyber Physical Systems related projects in different application domains such as smart health, cities, and factories. His current research interests include IoT enabling technologies, data-driven networks, and digital transformation solutions.
Prof. Aneiba is a member of the Association for Computing Machinery (ACM) and the Institute of Electrical and Electronics Engineers (IEEE) and is a Fellow of the Higher Education Academy (HEA) and a member of many technical committees for scientific academic conferences and journals.
Prof. Rachid Saadane
Full Professor at the Hassania School of Public Works (EHTP) in Morocco and Deputy Director in charge of research, cooperation, and partnerships

Dr. Rachid holds a Ph.D. from Mohamed V University in collaboration with the Eurecom Institute in France. From 2003 to 2006, he worked at Eurecom as a research engineer on RF channel modeling. He leads the LaGeS research laboratory at EHTP since 2018. His research spans wireless communications, AI, big data, IoT, signal and image processing, and smart cities. He contributes to 6G networks, cybersecurity for smart grids, and AI for empowering and assisting people with impairments. He has also worked on smart agriculture, green hydrogen, and sustainable technologies. He is a certified 5G ICT instructor and has over 150 publications. He completed more than 500 peer reviews (IEEE, Elsevier, Springer,..). He received the Best Paper Award at the Smart Cities Applications Conference in 2019.
Prof. Laila Fetjah
Professor of Cybersecurity at the Faculty of Sciences Aïn Chock, Hassan II University of Casablanca, Morocco

Holds the Habilitation to Direct Research (HDR). She is Head of the Cybersecurity track within the Applied Computer Science Bachelor’s program and Program Director of the Master’s degree in Cybersecurity and Cyber Defense.
She earned a PhD in Computer Science and a Master’s degree in Computer Systems from the University of Quebec in Montreal (UQAM). Her research focuses on cybersecurity, trustworthy AI, blockchain security, and digital sovereignty, with numerous peer-reviewed publications.

Dr. Fetjah is the recipient of the Cyber Security Woman Award (CSWA) as Cyber word researcher 2025, recognizing her leadership, research impact, and commitment to advancing digital trust and cybersecurity education.
Olzhas Satiev
CEO of TSARKA

TSARKA is a private organization aimed at popularizing the information security sphere in Kazakhstan.
The TSARKA team has been taking first place in the international competition among the world's top hacker teams PHD StandOFF in Moscow for two years.
The WebTotem company's project (Service for monitoring and analyzing web resources for information threats) took first place in Singapore as the best business solution. The organization's main service is ethical hacking. The team is engaged in legal hacking of its clients to check their level of information security.
In his school years, he was one of the founders of the hacker team TeaM13 and one of the first Kazakhstani hacker forums thehack.kz. Half-Ironman finisher and marathon runner.
Idea fixe: development of the KazHackStan brand - the country of hackers.
Abilkair Imanberdi
Abilkair Imanberdi received his M.S. from Bauman Moscow State Technical University, in 2019. He works as an TeamLead of Malicious Code Research Laboratory at State Technical Service and CTF-trainer at Astana IT University. Abilkair Imanberdi has published more than 20 national/international research articles. His interests are malware research, digital forensics and penetration testing.
